Why does windows 7 which ran flawlessly on my 7200 RPM 750 GB with no throttling but as soon as I install(I did both upgrade and fresh install after i converted MBR to GPT) it's slow and my HDD light is solid at doing one thing at a time things occasionally especially during start-up?

Solution
Turn off auto-updating if you haven't already. For some reason windows 8 decides it should be the only one using your hard drive resources whenever it wants to update. I had a similar issue and it more or less went away after that. Related to that, check if there are any other processes hogging up system resources and address those as needed

Update any drivers maybe as needed.
