[SOLVED] The OEM installed the driver, but I can't

Hello,
I have tried to get wireless to work on my laptop with 3 different pci wireless card. Windows will not accept the drivers for theses cards in device manger even when i give it the signed inf file. These cards do work in my laptop when it runs linux though. Each card was in laptop that had working wireless until I put it had the os reinstalled, so how did the oem install the driver?

dell e5430 with windows 2016. I just found the driver install when i use windows 7, so I am using windows 7 now. thanks for the help.
