I currently have:
Altrec 500W PSU
GTX 960
8gb DD3 Ram
As Rock Z68 Extreme Gen 3
Intel i5 2500k @3.3Ghz
1TB of Space

Was wanting:
To run VR, was going to invest + upgrade my machine a little bit

Budget: 1200-1300 CND

What I was thinking:
Intel i5 2500k O.C to 4.0 GHz
Radeon R580
As Rock Z68 Extreme3 Gen 3
12gb of ram
2TB Hard Drive
Altrec 500W PSU
Oculus Rift + Motion Control

Problems:

Is anything going to be bottle necking?

Is my mobo and machine a bit to dated, if so what is recommanded for me to do?

How do I overclock my CPU?

Any help with the listed information above would be muchly appreciated.

Ram would not run in proper dual channel mode, running 12gb. You need to buy a matching 8gb ram set, or get a new 2x8, 16gb set. That PSU needs to go. It is not a quality unit, and you are risking damage to your system using it. Swap it for something like a Seasonic 620w evo. CPU overclock is done via the bios. 4.0 is doable with just a CPU multiplier bump to 40. Overclocked you should meet the performance requirements for VR based on recommended specs. How much of your budget is left over after you buy Oculus Rift + Motion Control?

** I will be buying this around July. Wish listing. When do sales go on that's when I'll swoop in.
I was thinking I could do a full rebuild with these parts too, just swap the mobo, and processor when I can afford to do so.
