Question The pc not turning on when connected to motherboard

Hey when I jump started my psu the motherboard fan and the psu fan turned on but when I connecter to the motherboard it's not turning on and makes a high pitched sqeeky sound please help

The best place to start would be a complete, exact list of specs, and a detailed history of this PC (new? used? existing problems?).
