Question The PC shuts down only when I plug it back into the power

Hi guys, this is my first time with a pc made by parts and I have an issue that I can't resolve it.

Problem: when the pc is is connected to the current and I light it gives me no problem but if for example I want to change the RAM as it I disconnect obviously being off I open and change the RAM, then plug it to the current, I turn it on and spend as six seconds on PE Ro then turns off the only and turns on then not if that is bad or normal.

Forgive if I'm wrong in something but my English is not very good and I'm trying to improve it.

Specifications of my pc bought nine months ago:
—Motherboard: Asus prime b350 plus
—RAM: 2x8 G.Skill Ripjaws V Series F4-3200C16D-16GVR
—Powersupply: evga supernova 650 g3 80 plus gold
—Case: NZXT S340
—Storage 1: Samsung 860 evo 250gb
—Storage 2: Toshiba p300 2TB
—GPU: rx 480 sapphire nitro plus 4gb
—CPU: ryzen 7 1700

Nota: case and gpu are second coat and the first day I rode the computer I heard a spark and olia a little burned but only that day, then I did not IUD any more.
