The performance on a GTX 780 Ti 3GB Superclocked

So, I'm wondering if my CPU is dragging me down when I go to max everything out on a game at 1080P. I have a GTX 780 Ti superclocked just like the title says w/ 16 GB of RAM and an Intel i7 3820 CPU. The first game I wanted to test my max settings out on was Assassin's Creed 4. Well, it sucks. Even w/ Physx turned off and V sync turned off, I get roughly 45-60 frames in a city like Kingston. Never a consistent 60. Is there something wrong w/ my setup?

The settings I have the game at goes:
Resolution: 1080P
Enviromental quality: Very High
Texture Quality: High
Anti Aliasing quality: MSAA 4x
Shadow quality: Very High
Reflection Quality: High
Motion Blur: Off
Ambient Occlusion: HBAO+ (high)
God Rays: High
Volumetric Fog: On
V sync: off
PhsyX Particles: off

I appreciate the clarification. I was so happy to finally get my 780 Ti installed only to find out I still can't max out AC4 at 60 frames...I'm a little worried about Watch Dogs now....considering Ubi and all...

Alright man. One more question, is it okay to set my fan speed at 100% all the time? I've noticed while gaming, the GPU temperature will rise up to like 70 degrees celsius (which is exceptionally high) w/o 100% and 50-60 w/ 100%.

Oh okay, so you're saying 70 degrees is fine...? I have a friend who said anything above 75 can throttle the card and he recommended me to set my fan speed to 100%.

Yeah 70C is fine. You don't have to run the fans at 100%, but you can slightly increase how much you want them to run by using Evga Precision or MSI Afterburner by setting a custom fan profile. I wouldn't run the fans at 100% though.

Do you have a fan speed recommendation for me? I have MSI Afterburner.

I haven't played much with the fan profile, you'll have to play around and set up however you want to run it.

But to be honest if you're only hitting 70C under full load I'd leave it as is. 70C is pretty cool for an air cooled 780Ti.

My 660's ran at mid 80'sC while playing AC4 Black flag.

Well, in all honesty, I only tried Tomb Raider w/ everything maxed. I got a consistent 60 frames at 70c.
