the problem is in my gpu or cpu?

Hello,
i have a question , i have radeon hd 5450 1gb - G41M2S2PT motherboard - intel pentium D925 processor 3 ghz and 4 gb ram.
I am not a hardcore gamer i only play league of legends but at low setting at 20 fps i just want to get 60 fps ,so i decided to buy intel core2 duo E8400 for my budget, is this change will make a great difference or the problem is in the graphic card not the processor ?

The GPU is good enough for what he's trying to do; it's not like LoL is the most stressing thing out there.

That being said, his CPU is a bloody Pentium D. That's the bottleneck, and there isn't much you can do about it. Check to see if your motherboard can accept either Core 2 Duo's or Core 2 Quads, but even those are a band-aid solution. Still, a C2Q with that GPU would be "good enough" for minimum settings.

Solution
Install the new CPU and then you'll realize the GPU also is too weak.
