the sound on my pc is outa wack/Unbalanced

soo..i build myself a budget gaming pc about 1 months ago everything is working the way it should except the audio...every time im in game the game will mute or get really quiet whenever theres another source of sound EX:teamspeak or spotify..and thats not the top of it...for some reason when i manually turn a games volume down with windows volume mixer doohickey it doesn't seem to have any affect on the sound coming from the game/ or anything else like ts3 or spotify..i dont know what the issue is but i would like to get it fixed because it is very frustrating when u have the volume slider all the way set to 1 and the sound is still blaring..kinda makes talking to people very hard.

not sure if this is relevant but when i was installing windows 8.1 i ran into a little snag...windows forced me to pick English UK for the system language even tho i live in the usa

i also use soundblaster on my pc not sure if that helps any

heres the specs to my pc not sure if its needed but just in case
CPU-intel G3258 @ 3.2 GHZ
GPU- EVGA GTX 950 superclocked(i think thats the model with the single acx fan)
Motherboard- Gigabyte Gaming 5( the atx version)
Ram- 2X4 kingston savage @ 1600mhz
Case- NZXT S340
PSU- EVGA supernove nex 650W (gonna be replacing with a g2 when i get a new case in december)
speakers- low end logitech (cost around 60$) dont no the exact model
MIC- blue Nessie


before someone says anything...all the components are installed correctly the sound card is perfectly fine all the parts on the mobo/the cpu/ the gpu/ the ram are perfectly fine

i have also already turnd of the thing in windows that mutes other sounds when there communication its set to do nothing
 


the bios that came on my mobo was F5..and to be hinest i dont feel comfortable updating the bios to f7 only beciase iv never done it b4 and i dont want to make the pc worse lol

if it comes down to it being the nly thing we haven't tried ill do it but id rather not unless i absolutely need to

 


i figured out what the problem with my sound was it was a option in the soundblaster equalizer


however that still leaves the issue with windows muting my sounds when there communication even tho i have already turned off that function
