Hi,
I'm using 10900x on aorus x299x master and cooling it using Corsair Hydro 115i.

In bios, 64 degrees in Celcius.
In ubuntu, I measured the temperature using lm-sensors.
> 43 degrees in Celcius, idle, CPU usage almost zero.
> 98 degrees, CPU usage is around 95%
I don't think this is a normal situation.

Could anyone give me any advice to solve this weird situation?

Solution
Actually no. You are somewhat right.
To find the power limit associated with our chip paired with the Gigabyte Aorus Z490 Master motherboard, we ran a few Prime95 tests with AVX enabled (small FFT). During those tests, we recorded up to 332W of power consumption when paired with either the Corsair H115i 280mm AIO watercooler or a Noctua NH-D15S air cooler. Yes, that's with the processor configured at stock settings. For perspective, our 18-core Core i9-10980XE drew 'only' 256W during an identical Prime95 test.

The H115i is a 280mm AIO, it's rated at @ 300w capability, so a 10900k under a stress load like Aida64 or P95 that doesn't have AVX disabled is...

First issue: you bought a 10900x

Just kidding, but a threadripper CPU probably would've been better, cause intel 'gaming' CPUs don't really give more than 4-5 frames extra per second

Yes, I'm already regretting that I bought a 10900X T.T
The only reason why I chose a 10900X over a 3900x was the number PCI lane.. but clock speed and the temperature are the real problems. The training speed using a 10900x is even slower than that of an 8700K which is my ex-CPU.

The H115i is a 280mm AIO, it's rated at @ 300w capability, so a 10900k under a stress load like Aida64 or P95 that doesn't have AVX disabled is going to push even the largest AIO's to their limits, Aircooling is all but eliminated as a cooling solution. The NH-D15S is a 250w+ cooler and stock usage after Tau, without AVX is still pushing 225w+.

With that cpu especially, recommended cooling would be full custom loop if planning on pushing it to limits with OC or high cpu usage like rendering, with a 280mm AIO as a minimum size for gaming standards, a 360mm would be preferable for its extra @ 50w of capacity.

That cpu is a Beast, if ever there was one, go Biggest or go home if you want to tame it, big won't cut it.

Hah, oops. Totally missed that.

With full system totals, figure @ 100w for the pc, so cpu load will be @ 35w ish at idle, 280w ish at full load (accounting for 90% psu efficiency) , so still getting hot but not all that much headroom for temps even with a 280mm AIO.

Its not bad by any means, just a little overpriced

Thank you for all the comments :)
I just installed H115i Platinum then the temperature of my CPU stabilized between 30 (idle) - 70 (CPU Usage > 95%).
I didn't suspect my H115i was broken but now I need to admit it =,.=;
