The TRUE Contrast Ratio

Hello people! I I'm deciding on a monitor to buy for my new computer. I'm into gamming, and I don't like it when the black on the screen look almost "pixel-ey". This lead me to look into contrast ratios.

So the problem I have is that this old monitor has a 70,000:1 contrast ratio, but when I look online I can find up to 100,000,000:1 contrast ratios. Is this the true ratio? Is it really 10,000 times better? And also, what do companies mean then they say "20,000:1 (1,000:1)" <--- or something like that.

Solution
It's called a 'dynamic' contrast ratio. They basically turn off the backlight when the screen is mostly dark. Better blacks, but it can look kind of bad.

The second one is when the backlight is at the same intensity for both the black and white measurements.

I'm kind of confused, so from my understanding the dynamic contrast ratio is the wacky numbers like 100,000,000:1 and act like a marketing trick.
-Keep in mind i'm a total noob, to this stuff and don't understand what your saying....sorry.
