The Weirdest lag I have EVER SEEN when playing moba !!!

HI. I am playing League of Legends and this is probably the weirdest lag I have ever seen. When I am moving or farming, my champion goes sometimes faster sometimes slower ( that is happening in 1 sec - then it repeats after 1 min ), sometimes instantly slower then fast again. Normal movements are only when I am in base ( at fountain ). My ping is good - 60 ms , my FPS is good 60+. I know that its not the problem with my internet, maybe there is something to do with my Laptop ( Acer Aspire E 15 )

Intel i3-5005u ( 2 GHz )
Intel 5500 HD Graphics
4 GB RAM

Any help will be appreciated.

Does your fps stay at 60+ or during moments of "slow"ness, do your frames drop?

Try lowering all your settings and seeing if it effects it at all.

My FPS does not drop, it stays at 60 all the time.

I doubt this would be it, but given that I have no idea what to try if you frames are sitting at a reasonable rate.

Open gpu monitoring software (MSI Afterburner or equivelant) and monitor the voltage your graphics card receives, my think it is that if you are getting slight power surges through the card it is cause an increase in speed before dropping back to normal.

Short of that....Control Panel>Programs>Uninstall LOL>Steam.com>Install Dota 😉 Only Joking, although getting a tester of another moba or game of similar style to see if its happening across the board. this should tell you if it's an issue with you or the game at least

Why are you sure it's not your internet?Even with good ping the router might be loosing connection if it's wifi (since it's a laptop) it might be loosing connection...just because.
