Question The whole pc lag spikes horribly, both when gaming and when not gaming.

The second I turn on my pc, it begins lag spiking horribly. Audio is also distorted (because of the lagging). I can't get any work done when it freezes every 2 seconds. I have an Nvidia 2070, amd ryzen 5 3600, and 32 gigs of corsair dominator ram. While the lagging occurs I only have on average 8% CPU usage, 23% memory usage, and 1% GPU usage (i gathered the info from the task manager). I have the newest Nvidia driver and I don't know what could possibly be causing this. Sorry if my English is a bit off, it isn't my first language. Any sort of help would be greatly appreciated!
