Question The Wicher 3; low framerate but also very low usage

It's been a couple weeks since this started happening, I suspect it may be caused by either an Nvdia update or Windows update, I've had 2 windows updates in the past 2 weeks and one for my GPU.
The game drops under 60fps very often, and most times it hangs around 50fps and drops to 40 during storms or high foliage.
While checking my system usage though, I noticed that the game only uses 15% of my GPU, the highest I've seen it go is 25%, the CPU usage never got over 60% and same thing for ram, and the disk usage barely hits 1% at any time (except or loading screens obviously).
I play at max settings with PhysX disabled.

My specs are:
Quad core i5 7600 3.5Ghz (4GHz turbo)
MSI Gtx 1060 6GB VRAM
8GB RAM 2.400MHz
Windows 10 PRO, latest update.

The game is installed on a brand new 2TB 7200rpm Seagate HHD, while my OS runs on a 240GB kingston SSD.
I don't see any reason why this game should be running so poorly on system as decent as this, especially when the GPU barely does any work at all, in fact while playing TW3 my GPU fans only turn on once in a while.
I have tracked my temps during 2 hours of uninterrupted playing and the highest temps were as follows:
CPU: 71C
GPU: 65C
So it's deinitely not a throttling issue.

Edit: I should also add, the game is not choppy at all, it runs very smoothly except for the after mentioned framerate drops, it is very much playable but still, I paid a good amount of money for this system and it kinda grinds my gears to have a game like this run so poorly.
 
Is this at 1080P?

I mean, I have an R7 2700x and a GTX 1080, I run the highest settings and MY system struggles to maintain a solid 60FPS for Witcher3. It's a pretty demanding game.
Yep, 1080p. The game doesn't seem that demanding to be fair, it does look stunning but I think games like Far Cry 5, DOOM and R6 siege are way more demanding but I have absolutely no issue running them at max settings (except Siege maybe). Also, as I mentioned this really didn't happen until a couple weeks ago, when I first bought the game it ran flawlessly without dropping a single frame.

Just being curious I went into the game. It downloaded an update, jumped in looking for a benchmark that the game doesn't have, lol.
On my system just riding the horse around I am seeing it bounce down to ~57 frames during windy/busy scenes. Neither GPU or CPU usage seems to be above 50%, ever.

IDK if it's an update bug or what. If you drop a couple of settings what happens then?
