The Witcher 3 CPU Fan/GPU Fan Noise/Concerns

What's up, guys? So, while playing TW3 on ANY setting, preset or custom, my GPU gets to about 65-66C with a 45-50% fan speed, constant and my CPU (I'm sure) gets to almost its max temp, which is 62C, so the CPU fan/heatsink speed is above 5K RPMs and I'm sure it almost hits 6, if not over 6. Is any of this safe? Will I soon be burning out both my GPU and CPU if I don't get better cooling? I have enough room in my case, but everything is barebone and stock, GPU, CPU, etc etc, cooling wise.

I also understand that the MSI GTX 970 Gaming is not a TRUE 4GB, but yet when I use MSI Afterburner to measure the IN-GAME statistics on RAM usage for my GPU...it gets to 4.5-4.6GB RAM Usage. How is that possible when it's only supposed to have 3.5GB?

Any thoughts and suggestions would be greatly appreciated. Thank you!

I almost wish that I bought a PS4 instead of a new MSI GTX 970 Gaming, so as not to worry all the time.

P.S. - I CAN'T EVEN TELL YOU HOW LOUD THE FREAKING CPU FAN IS AT ALMOST 6K RPMs. Can't stand it and I'm worried all the time when I play, lol. NOT enjoyable.

Use AMD OverDrive to determine the accurate *Thermal Margin* of your processor. Use the 'Smart Fan Profile' in your BIOS (or a third-party utility) to regulate the speed of your CPU fan.

The Witcher 3 is brutal ... on Ultra you should not expect much more than 40 FPS with minimums in the low 20s.

I play on medium to high, CUSTOM, at most.

Yeah, I don't DARE touch Ultra, since it crashed on me one time recently by making my Nvidia driver fail and giving me the "nvidia kernel mode driver crash 353.30" error. Only happened once, but I'm sure it'll happen again. I use SpeedFan is control my fans manually, but I think that program is messing with my computer as a whole. I tend to just let the game and my hardware run as it will, like it was made for. It's just so loud and I think Nvidia messed around with these drives a little too much in preparation for Windows 10.

Time to upgrade the cpu cooler and probably case too. My case fans are under 1K rpm most of the time and doesn't exceed 1300 rpm. My cpu cooler should be under 1K too and I believe, it stays there while gaming Witcher 3 (set it in bios to quiet mode).
 
Likely a CPU/Case cooling issue, solved by (one or more):
1) cleaning dust out of case
2) installing more case fans
3) reapplying thermal paste
4) getting a better CPU cooler
5) getting a case that offers better cooling
6) all of the above

Anything below 80C is "safe" CPU temps, but will be loud and hot. 65c @ load is pretty normal for a not lower end CPU.
