The Witcher 3 GTX 1080 35-50fps Low settings

Ok, so the otherday the game worked fine. Don't know what my fps was, but worked smooth everywhere ALL ULTRA (even hairworks on).

So I change from all ultra to LOW preset and I get like 0 fps increase everywhere and the game looks like s*it.

I get around 60-70 in the forest and more open areas.

GPU usage is 97-100% and CPU usage was about 60-70%
GPU thermals was 70~c

Got the newest drivers from GeForce Experience, set performance mode from nvidia control panel etc etc.

Monitor: MSI Optix G27C2 1920x1080 144Hz
PSU: EVGA 750W Gold 100% Modular
MOBO: Asus ROG Strix Z370-E Gaming
RAM: G.Skill Trident Z 16GB RGB DDR4 3200Mhz
GPU: Asus GTX 1080 Strix A OC 8GB @ 1940Mhz Boost Clock
CPU: Intel i5-8600k @ 4.8Ghz / Liquid Cooler NZXT Kraken X52
OS: Windows 10 Pro

TBH you've go me stumped, too, but all the main tech websites like Techpowerup, Guru3D and Overclockers ( amongst many, many more ) have their own forums that will, I'm sure be all to glad to offer help.
A few parting shots:
Are you using anything just for that game? I meant do you use a controller ONLY for Wild hunt while you use KB/mouse for others?
Is there a profile set for it in Geforce Experience?
From your earlier posts, there's only the low GPU usage ingame that looks odd, my setup goes to <>98% GPU utilisation and stays put according to Afterburner while the CPU cores are used fairly well, you didn't post the CPU usage chart so I don't know if that is low or high.
If this was impacting other games or the whole system we'd...
I did a full system scan with Malwarebytes and nothing came up.

CPU usage is idle at 5-6% and temps 33c-36c.
GPU usage is idle at 0% and temps 54c and that is kinda weird? I searched this and it seems other people have a high idle temp also?
 
Update: I noticed that my GPU usage drop to 35-45% when entering more populated areas, and in the open/forest areas my usage is about 65%. My GPU usage was 97% only when i was on my desktop looking GPU Tweak.
And CPU usage is somewhere about 60%
 
Can you make a screenshot from MSI afterburner - hardware monitoring window, when in game?
Graphs should be visible: fps, cpu usage/temp, gpu usage/temp, core clock, memory clock, memory usage, ram usage, pagefile usage.
It looks like this. Press detach button in MSI afterburner to see more graphs (or only 4 will be visible).

The high idle temp is normal, like most high end cards these days the fans don't start until it reaches about 60C, so nothing abnormal there.
It's possible the system has picked up a minor nasty, try running Ccleaner to clear out the browser cache and Windows Temp folders, a lot of annoying, if mainly harmless stuff resides there and a quick sweep will usually remove them.
Also, what drivers are you using and have you recently switched from an AMD card to the Nvidia one?
 
I ran ccleaner and it deleted files for 2GB, I have changed my GPU's from GTX 970 SLI to GTX 1080. Between this i did a new windows install.

See the link ^, the funny thing is when I ALT+TAB to desktop my GPU goes to 73c and usage is 98%.
 
Does this happen in just Wild Hunt, or in other games/applications? If so, but both Steam and GOG Galaxy can run tests to verify the game files, maybe the game has been corrupted.

What does Task Manager show about CPU and memory use with the system idle?

Check the settings ingame, be sure its running fullscreen.

Check the Nvidia Control Panel settings, make sure they're all set for a single card and no SLI bits have been left on.
 
For now I have only seen this problem on Witcher 3, I verified game files (1 was missing, still not fixed).
Taskmanager shows CPU usage at 0-15% and RAM usage is 24%. (idle)

Checked nvidia control panel settings.

I was messing around with the in game settings, even at the lowest resolution and lowest graphic settings I get inside buildings 20-35fps.

Well, the Time Spy results suggest there's nothing wrong with either your hardware nor the main driver setup, this is my run using the default demo version:

I'll assume the higher CPU core is down to my R7 1700 having 2 extra cores and SMT, giving it 16 possible threads as opposed to you 6 with the i5.

If the problem isn't anywhere else I suggest you reinstall the game-note both Steam and GOG versions save to the cloud so you won't lose the game saves-and see if that improves matters.
 
Is there somewhere else where I should seek for an answer? I would ofcourse update it here.

I just don't know what it could be anymore. I have played with all resolutions in windowed mode and borderless mode but still the same thing very low FPS and GPU usage.

I have tried launching the game from GeForce Experience, disabling the overlay/shadowplay/ansel and "optmizing" the game from there. No effect.
