There is a Unknown "Run.exe" program in my Startup

I have had this problem for a long time, a program named run.exe is in my Start-up. with Start-up Impact High

And it's located in C:\Windows\Temp\eth along with svchost.exe and vc_redist.x64

Is it Malware?
What can i do to delete it?
And what does it do to my pc?

You may want to run malwarebytes and see if the results come positive for any stowaways.

Anything running from temp folder on startup will probably be malware.
Disable it from startup, delete files from c:\windows\temp and scan your pc for infections.
