[SOLVED] There is light on the mobo ( panel1) but it is not turning on

I accidentally fall in this problem with by desktop mobo, what happened is, i was having this old computer that i tried to make it work again, when i press the power button i hear a beep sound from the pc so i reassemble it, removed the mobo completely and find out that there is a missing ram on the slot so i bought a ram of 1gb and install it,when i press the power button the pc started immediately i got excited and forgot to place the mobo back while placing on a metal surface (no standoff). While operating for some minutes it shutdown it self automatically and i turn it on again and start operating it, so i accidentally drag it (mobo) and it shut it self and never power on again. I tryed everything to see it powers but all nowhere only light on the panel, cpu fan not spining, psu not spinning. Please i really need some help and suggestions on what the problem it and how i can fix it thanks.
The pc specs:
Acer power series s280 mini power
Intel Pentium D 3.0ghz
Motherboard sis964

The bad news is that it sounds like you shorted out the motherboard and sme vital part is now fried (dead). It is unlikely you can fix it. You can get a replacement MB (part number MB.P2309.001 or MBP2309001), but I don't know if it would be worth the cost.

I think i shorted some in the motherboard, after you told me about it i checked under the cooling fan and saw something on the mobo it looks like capacitors, it kinda burnt like five of them. Because at that time when i placed the mobo on the metal surface it was one metal that is hooked under the cpu cooling fan that is touching it(surface) and those things like capacitors are near it.
I would have loved to show it by attaching a picture of it. Thanks
