Question There is restricted user that prevents me from accessing my main drive and other documents

So, I have begun to noticed I am not able to do anything on my C; drive, and random documents. I have lost control of my computer and can't just reformat from the start. I am scard all my personal info is compromised. How do i start to turn this around?

In cmd as admin run this see if it finds issues
Sfc /scannow

it wont let me run cmd other than regular console,

C:\Users\kygri>Sfc /scannow

You must be an administrator running a console session in order to
use the sfc utility.

In what way is a full wipe and reinstall not an option?

Create a new Win 10 USB.

If need be, from some other PC/laptop.

Boot from that, wipe and reinstall.
