If you are talking about when it is in service, yes. It dries out over time with age and heat.

I just bought a CPU cooler and bought another thing of Thermal Compound, I was just wondering if it goes bad in the syringe.

As long as you keep the cap on and keep it in at room temp, it will last almost forever.
