Question Thermal paste all over cpu, cpu pins, and cpu socket

Hi, similar has been posted here but I don't think anyone's had it to this degree so I need advice on this.

I bought a prebuilt pc from cyberpowerpc, didn't clean it for a while and just opened it to clean now.

Cleaning the casing and fans were fine. But then I went to clean the motherboard, took off the cpu cooler and saw that whoever put together my pc put way too much thermal paste. It was smeared all over the sides of the cpu, ended up on the pins, and inside the socket too. I don't know if it was that or if it melted somehow.

I ended up cleaning the top off but it's still on the sides, pins, and socket.

I'm using Ryzen 7 2700x and on a Msi x470 motherboard. I have no idea how to clean this. Any help appreciated. Thank you.

If all else fails I can try taking it to a computer repair shop to be cleaned but I have no idea if that would help.
