Thermal paste on CPU spilled over

Hello built this computer a few years ago its a msi 970 gaming with a 8350. Was upgrading anyway so was giving this one to a friend but when adding a new fan I used to much paste without noticing when I plugged it up there was no response not even a fan or light. After taking everything apart I noticed some of the paste got into the CPU pins. The paste is conductive so the question, is the board fried or might the failsafe be keeping it from powering.

Hi whineycosmicnoob :)

Only once you have cleaned all the paste from pins and socket will you know if damage has been done.
Clean carefully with Isopropyl Alcohol 95% using a soft Toothbrush and cotton buds.
Which TIM did you use.? Thermal conductivity is not the same as electrical conductivity.
