Thermal Paste on Late Generation Xeons

I'm noticing on several Dell servers that there is no thermal paste under
the heatsink that touches the Xeon processor. Is thermal paste no longer
required to distribute heat to the heatsink in the later generation Xeons?

Depens on the server and the socket type of CPU
