Thermal paste

My first build and my pc wouldn't boot properly it turn on for a second or two and turned off I tryed it a couple of times but anyway it ended up being the bios but I took off the heatsink cause I thought it was the cpu so will I need to reapply thermal paste?

Yes you will need to wipe off the old Thermal Paste from both CPU and Heat sink surfaces and then apply again.
