Hi! Title say it all and i will provide a picture of the problem! Thermal Throttling at 44C AMD FX 8320 w/ Hyper 212 Evo. Will drop down to 1400 MHZ when throttling for short moments
Motherboard: ASUS M5A97 LE R2.0

The board is the issue , no heatsinks on the VRM , the LE shouldn't have a 125W CPU on it.

Nope , the board needs to be replaced with a better thermally designed one.
