Thermal Throttling Not available?

Specs:
i7 4790k
Gigabyte GA-Z97X-SOC
radeon r9 270x 4GB OC version
8GB of Ram
2SSD
1 Mechanical Drive

So I wanted to enable thermal throttling in BIOS, but when i go to the selection, it is completely blacked out and I can not change the setting from 130 degrees Celsius. I wouldn't mind so much if my CPU temps weren't high, but they get to about 80 Degrees Celsius after 7-10 min of game play. So I guess my question is How can I Enable thermal Throttling and adjust the temperature at which it engages?

Thermal throttling will happen automatically. If your parts get too hot, they will slow down or will turn up fans. If you are super concerned use msi afterburner to set a fan profile.
