Thermal throttling on 2600X?

Solution
Ryzen will throttle according to power and thermal limitations. You can use Ryzen Master to show you why it is throttling. I can tell you that 3.89GHz in Prime95 is very normal. That's just how Ryzen operates unless you do a manual overclock.

Base clock is 3.6GHz, boost clock is 4.2GHz (on a single core). So 3.89GHz is a normal boost for all cores under load.

With XFR2 and PBO2, Ryzen 2000 series are very opportunistic about their clock speeds. As said above, it's probably not unexpected for it to turbo a bit lower on a stress test like P95. What version of P95, and what is the max temperature reported by Ryzen master?
