Question Thermal throttling starts on a clean motherboard. Will resetting my PC help? Please read.

I5-8250U, 940mx 2GB, 8GB memory, win 10 on 1TB HDD.
I used Intel XTU and extended my 'turbo boost power max" from 15W to 40W and undervolted up to -150V. However, I observed that my fps started drastically dropping from 35 to 20 in Far cry 4 and all other games. My temps were clearly very high i.e 88 degrees approx. I immediately reset the Intel XTU settings and uninstalled it. However the problem has been there ever since. It seems that XTU made some irreversible changes to my CPU settings. So, will doing a complete and clean reset of my Laptop help in resolving the issue. And I'm completely ruling out DUST or THERMAL PASTE reasons since everything was fine until I messed up the XTU settings. I need an expert advise on this.
