Can I use only 1 fan for the Peerless Assassin cooling fan? The Middle fan to be exact, because the outer fan covers the ram stick. I have an Argb Ram stick. I dont want to cover it, just for the aesthetics. Does it affect the performance of the the cooling fan using only 1 fan?

Which Peerless Assassin are you working with? Why not move the fan to the rear of the cooler's tower though,

Yes,
you will see a drop in performance but it's doable.

What are you cooling with that cooler?

I have an Argb Ram stick. I dont want to cover it, just for the aesthetics.
You should've looked at a tower cooler with the heatsink and fan angled away from the ram slots or gone with an AIO.

Peerless Assassin 120 digital. I have a ryzen 5 9600x, and im thinking to install the other fan on top of the pc case for another exhaust, because my pc case only has 1 exhaust fan with 3 intake fans.
 
You can certainly use the cooler with just the middle fan; however, the front fan is obviously there for a reason. I do suspect that with a 9600x the heat output is low enough that the reduced cooling performance from removing the front fan will not cause any thermal problems, but you can easily test this by stressing the system with an application like prime95 or cinebench and monitoring temps with hwinfo64
