Does anyone here have a review of Thermalright Silver Arrow IB-E Extreme Rev. B
cooling 2023 CPUs? and is it better that Noctua nh-d15?
I message thermalright and they said it will cost me 107 USD.

According to thermalright's website it supports am5, but i don't know if it supports Intel's LGA1700?
 
You are not going to generally find current reviews on older product.
Seems that came out almost 4 years ago.
The newest thermaltake peerless assassin 120 is very highly rated and cost less than 1/2 what you say you will pay for the other one.

In general you will not find a huge difference in performance between coolers that have similar size radiators. The part that makes it very hard to compare is when you factors in how fast you allow the fans to run.

If you are buying the unit based on appearance only you can decide which you like better.
