Thermalright's HR-03 VGA cooler Q

I have one of these sitting on my desk with a 92mm fan. I am wondering if I should be pushing air through the heat sink or pulling air away from it?

I thought a fan was for pushing air through the fins too cool them. Right?

I would have it set to push air through the fins and hitting the board. You could try both but pulling the air away may raise the temps of the other components on the board.
