Very few Thermaltake PSU models are good quality, they generally use low end OEM builds for their PSUs. Without hearing the noise myself I'd say toss it. Most likely at a minimum its the bearings in the fan failing.

If it was a bad bearing wouldn't it always be grinding instead of an on and off problem.
