Thermaltake 700W on a RTX 2070 card

Is that PSU ok for it our should i get another one
Im upgrading my System slowly but steady so i started with this Graphics card (Asus ROG Strix oc one)
other specs :
M.Board : Asus 85B plus
i7 4770k (not ocd atm but gona oc it now to 4.3 with my new cooler Artic freezer)
Old G.Card : R9 280DualX oc sapphire

Which one of these 2 should i get ? My country kinda sucks in pricing with PSU etc so im kinda irritated.

Plus i might change my setup later on (gpu will stay ofc.) to this
Ryzen 3 chip when it comes out if not i will go with an ryzen 5 2600x with 2x8gb ram (suggestions would be cool for the ram )
a ssd + hdd
