How do you have the dual fans and the pump connected? If the fans are on the Y-splitter and plugged into the CPU FAN header, they should run at reduced speed (as per the BIOS) until needed to ramp up. The pump should be connected to any SYS FAN header that can be set to run at full speed all the time. On an AIO like that, you really should keep the pump running at full speed all the time. But the fans will run slow and quiet just like a stock cooler fan.

I'm not sure but ever since I bought it, I noticed that it's pretty loud. So if there is a way to decrease its performance, I would like to give it a try. So far it's cooling my PC pretty nice. the difference between its loudness from say 33C to 40C is pretty huge. I don't mind sacrificing some Cs in order to make it less loud :)
