Thermaltake Smart SE 650w modular or Antec Earthwatts 650ea Green?

Current specs:
i3 4160
Gigabyte H81M-S1
8gb ram
GTX 1050ti
Corsair VS450
3 omega nova spectrum rgb fans, planning to add 1 or 3
768 reso monitor

I am planning to upgrade my psu because I will upgrade also my gpu to RX 580 8gb strix. Which is also a second hand (swapping my 1050ti to RX 580)

Note: both psus are used or just stocked in the warehouse and never sold. (Its on a shop here in my country, Philippines which currently, PSUS are expensive) I am also a student who is on a very tight budget.

I am also planning to upgrade my cpu to ryzen 2600x and mobo to B450m or B350m (but this is still far since it will be a gift for me on my graduation day and maybe it will be bought beyond my graduation)

How much does an M12II or an S12II 620W unit cost you? Do you have a link where we could look through the sort of PSU's you have access to? I wouldn't get the Thermaltake.

I only have a budget of aroubd 1,800 max since I am on a tight budget. Hence, I cant afford a seasonic which is the most expensive psu here
