Thermaltake TR2 RX 850w PSU not spinning

I Acquired a PSU that is listed in the title recently, and I realize that the fan on it does not spin. Since the PSU was out of warranty anyways, I opened her up, dusted her, and then found the fan to be dry, and I oiled it. After testing it would work on my computer, I reassembled the PSU and paper clip tested it. I can confirm that power was running, but the fan does not spin. Help?
IS this one of those units that run with the PSU fan off at low temps? thanks

This is the model with all the Chinese on it, not the one that is white
 
I'm afraid that this model doesn't turn its fan off at low temps. It doesn't seem to support that feature. You can also check it out yourself at this page http://www.thermaltakeusa.com/products-model.aspx?id=C_00001995, if it is the same PSU. Your PSU has hardware damage and it's not necessarily the fan that is dead. There other circuits inside the PSU that control the fan operation and these are most likely damaged. I'm afraid that there isn't anything else you can do. You should get a new PSU.
 
However that is not the case. I have plugged another 2pin fan into the psu and it works, it was a spare 40mm fan that ran on 2 pins. It just seems like whenever I plug the original fan in, it doesn't work. When I use another one, it does.....
I'll try to take it out tomorrow afternoon and use it separately. Hmm
 
I have considered that. I spun it with my hand, found it hard to spin, and oiled the en I plugged it into the 3 pin socket on my PC, matching the red and black.it spins that way..... It may be caught in the fan grill. I'll have to see when I get home today
 
I used a voltmeter today and I realized that the PSU does not provide enough power out of its 2 pin internal fan connector to run its own fan. I only powers about 0.1A fan and really the 140mm stock fan is 0.25A.... whelp
