It's still being worked on, and the odds are in favor of it actually being
released, although that doesn't mean that it still couldn't go all sorts of
ways awry.

Gingerbread Man, one of the TTLG forum admins (with connections to Ion Storm
devs) said this just recently, and I quote:

"We are assured that it is coming soon. For best results, do not assume
your "soon" is the same as anyone else's "soon"
Rest assured that the editor exists, it is perfectly usable (do not read
that as "good enough for release"), and that Ion Storm fully intends to pass
it along. But the schedule and timing of things is not up to us (or probably
up to them... whether it be third parties or simply streamlining, things
take their own sweet time)" (Jan 20th, 2005)

I still think the best way forward would be to release a mission pack, with
the editor included on the disk. That way, us lay folk will have some
missions to play while the bods start work on FMs.

That's what I've suggested before, too. That way Ion Storm and Eidos could
also cover some of the development costs of the editor and the tools that go
along with it.
