thinking about an upgrade

wanted to upgrade from my r9 280 to either a rx 580 or go all the way up to a vega 56. my moniter is at 2560 x 1080 ( want an AMD card as my monitor has free sync) and i wanted to play AAA games at at least high settings at 60fps. would these cards be powerful enough and/or would they bottle neck my i5 4460 3.2 ghz

Depending on the types of games you play, you may face some performance issues. The more CPU heavy games (or sections of games) will probably max out your cpu resulting in what is referred to as bottleneck. I used to have an i5 4690 before upgrading to a Ryzen 1600 and for example The Witcher 3 would generally be fine but going into Novigrad would send my cpu usage close to 100% usage and my r9 Fury would drop down a bit.

id want the card to last longer than a year, would the 580 be powerful enough

Yes, should be fine. A 580 special edition like a Red Devil Golden sample would actually carry 6-8% more performance compared to a normal which could make a difference in the end of the day.

But if you can afford, the Vegas are dropping prices lately, try waiting couple more weeks, if you can get on bellow 450$ its a really good card.

what would be a good processor to pair with the vega or 580?

I would just get a i7 4770 or 4790, which can drop in your existing motherboard, saves having to change the whole platform and ram.
