Question Thinking on Updating my CPU among other things like AMD Ryzen 7 9800X3D

I built my first PC four years ago and I included my current spec's Below on PC Part picker.

I don't know if this is the place to post this but I was looking to upgrade my current i9 9900KS since i just updated my Video card to a 4070 Ti Super. I am OK to recycle parts but like I said I only built one PC which is the current one listed above and below, but I would assume I would need to change to a more powerful Mobo and RAM.

What would be a good mobo with x3 m.2 Slots and that can get the full power out of my video card. Also which CPU Cooler would I use? I am going fan based.

Please include your current system's specs in case you want to recycle any parts from your current build. I noticed a PCPartPicker link in your sig space, please include that in your thread's body since sig space specs can and will change over time, rendering his thread and it's suggestions moot to the end user in the same boat as you're in now.

Its up to you, if you still like your case, and still have the AMD mounting hardware for your cooler, you could reuse those with a new AMD based build. In which case all you would need to swap out would be your motherboard, CPU, and RAM. Do you know what your budget for this would be? Where are you located?

California and my Budget is probably under 3k.

I think I would need a more up to date cooler I am currently using Noctua NH-D15 as my current CPU cooler. I would like a mid case...Which has more then enough room for the 4070 Super Ti after taking the Bays out.

Fractal Design Define R5 ATX Mid Tower Case is the current case and I am on an Intel i9 9900Ks not AMD currently. I just realized I would probably need a new PSU even though I just but a Corsair 850W for the current build.

I guess I am starting to answer my own question. New Ram, New CPU, New Mobo, Potentially New PSU. Looking like a new build. If could just replace Mobo, CPU, RAM, and maybe the cooler.
