third core 100%!!!

I have a quad core i5 3470 paired with a gtx 760
I been having some issues with gaming a lot of tearing and flickering so i downloaded msi afterburner to monitor my pc found out my third core is at 100% while the other cores at 30 percent why is this please help I know if the first core runs at 100% but what if it's the third core?

what game? also, tearing is from the GPU and not the CPU

That's what I think to but I seen other people on YouTube running without vysnc on far cry 4 without tearing I started to get curious as y do I so I got the msi afterburner to monitor everything I just thought that my cpu was bottleneck in my gpu or something I thought the i5 shouldn't Even run at 100% at all
