This a good build for mostly emulation?

Building a mostly emulation PC for my son. He currently has a Pentium G3258 (Devil's Canyon) OCd to 4.5ghz. Does well but stuttering sometimes. I'm guessing it's because of only 2 cores (2 threads) and they're constantly pegged. I'm looking at the solution below.

Using mainly Dolphin and Cemu. When using more graphically intensive games it stutters. The rest of the components are from his existing rig. 500 watt psu Corsair, 120GB ssd, 1tb mechanical drive and GTX 970. 1080p 144hz monitor. There's 8gb of ram but it's ddr3.

So do you guys think the upgrade above is worth it? Would it hit 60fps at 1080p for just about most games? I would like to rid of stuttering on cpu intensive games. Do you know if emulation could be off loaded to the gpu?

I forgot to add budget is very limited. My main target is a smooth 1080p 60fps and no problems with emulation.
 
Solution
The upgrade should be fine, but bear in mind that stutters during emulation doesn't necessarily indicate a performance bottleneck. They might be intrinsic to the emulation itself. You have to research the existing bugs specific to the game on the specific emulator. If its an emulation issue, then there isn't a hardware solution.
