[SOLVED] This game i can't remember, can anyone help?

Okay, this wasn't a pc game. But it's been bugging me for a month now.

This game was on ps1 and I can only remember, this was a car game and that trough out the game with some upgrade or xp or level up, your car was able to fly - like a hovercraft.

I can't remember anything else... I know it wasn't twisted metal, but maybe something like it. I searched for hours

Wipeout? Hi-Octane? Killer Loop? Hover Racing? Jet Moto?

Rage Racer had the "level up" type setup, maybe there was a hover option?
