This is driving me crazy desktop is 75hz games play well above 100 fps but EVERYTHING feels like a constant 30 fps

This is driving me insane. I got a new pc, a gtx 1080 and an i7 8700k. 16b ram...the whole nine yards. When I bought it, all I had to use was an old 720p hdtv. It claimed it was 60 hz but it looked more like 30, I assumed this was some incompatibility with the old tv and my graphics card. Fast forward to today, I bought a new 1080p monitor (dell SE2717H) that claimed 75hz. The only connector is hdmi and vga, my graphics card only has an HDMI port. I connected it and I seem to be experiencing the same damn problem. It says 75 hz in the display panel but when I'm playing games it's anything but. War Thunder for example; I have it maxed out completely even the ssaa and I get average 115 frames, yet it feels almost like slow motion like it's a stable 30 fps. Nothing higher nothing lower, Like it's v synced to 30 but somehow it's not showing it. Especially when i'm flying and I look down at the terrain/turning quickly it almost feels like my fps drops but it stays exactly the same. Even my desktop feels slightly sluggish and YouTube 60 fps vids feel like 30, confirmed by comparing it to my phone which plays said 60 fps videos like they should be played. Does anyone know what the hell is going on.
 
It's fast but slow. It makes no sense. I know how 15-30 fps feels from my old pc but this feels fast but when I turn the mouse etc it feels like it's in slow motion and it just feels like a constant pseudo 30 fps
 
What is input lag? It's not like slow as in the hardware if that makes any sense. This is too hard to explain lmao. sometimes my screen jerks but it's mostly smooth but slow...like it's locked at 40 fps.
 
Input lag is where you, say, are playing an FPS and move the mouse right and the screen has a delay in turning right, but if your screen is jerking its more than likely not input lag and maybe tearing or lag, is it mostly in multiplayer games where you fell it lags as you mentioned War Thunder and it could be lag from your ISP or their servers.
 
I see. The best way I can describe it is...look at your normal 30 fps youtube video. It looks like that...but my fps is over 100 in 99% of the games a play. Almost like a slow motion effect and it's usually when I turn my head/camera
 
This makes me want to off myself. I spent 1650 on this pc and it's a piece of shit. Everything looks like it's 30 fps. No matter what the fps counters say. I'm going to try and return it.
