If I read this correctly your system does not have a gpu. However we would need to know what exact psu (make and model), what motherboard and what case (will a gpu fit) you have.

Even if you add a gpu the cpu was very weak 8-9 years ago when it released and 4gb RAM is way too low. Therefore even if you add a gpu and extra RAM the cpu will limit this system to running older or basic games. A big question is what type of games are you wanting to play, you need to manage expectations as nothing about this system is good for gaming 8-9 years ago let alone todays games. Sorry if that seems harsh but you could end up wasting money and still being disappointed with gaming.

Nothing to optimize, buy a new PC.
Slow 2 core processor, 32 bit OS, and no video card.

Do you have a budget?
As to optimizing, look in the bios to see if you can allocate more than the minimum ram for use with your graphics adapter.
What kinds of games do you play, or want to play?

If you play fast action games, then even a simple graphics card like a gt1030 can likely be added.

According to more specifics...

You could possibly socket a 3770, perhaps even a K skew. This would depend on motherboard compatibility and the ability of the VRM to deliver that CPU the proper power. (edit- this could also be dependent on BIOS support)

DDR3 is readily available on the used market and somewhat inexpensive. I wouldn't go anything special beyond just looking for 16GB of 1600 speed in a 2x8 config. This is also based on your currently unknown motherboard.

Also, according to the PSU in this unit...you should be able to pair the 3770 with something like a 970/1060/1660 and get fairly decent performance out of it.

Lastly, would consider both an SSD, even if 2.5 format, and a W10 upgrade (which might still be possible for free from W7). The CPU you have now, as well as the above recommended are 64 bit hardware. The unknown is (once again) your mobo.
