ive tried so much things to try sort this just need my own thread to get some acc thing thats could help this situation in perticular

What's your power supply and cooler? You need a top tier PSU and a top tier cooler to even have a chance at running this CPU. Sadly, this is arguably the worst CPU release since the late-era Pentium 4s that were so bad that they left the door wide open for the AMD 64s.

And what do you mean you got your CPU repaired? Do you mean you had a previous 9590 and RMAed it?

a cx750 from corsair and a seidon v2 aio and yeah i kept getting beep codes that leaded to me sending it back to get repaired and got it back and this problem happened before i got it fixed and it still did

That's a very low-tier PSU to be using with this 220W mess - you maximize your chances of it working by having the top PSUs with the tightest regulation available, like Supernova G3s or various SeaSonics. I also wouldn't bother to run this CPU with anything less than a Corsair h110 and would probably go for a custom loop if I were inclined to use a 9590.

Honestly, assuming it's too late to return the 9590, I'd simply downclock it to FX-8350 specs and cut my losses. It's not a good performer relative to all the trouble you need to make it work and you could invest in a top PSU and a top cooler and have it *still* not work.

would you be able to give me information to reduce it and i had that cpu but i thought itd be good to "upgrade" and im not buying any other power supply because im saving for a ryzen 7 1700x and motherboard etc to accomidate that

very easy solution:
get a nice PSU now and use it with your current setup, sell the Corsair, when you get the new Ryzen hardware use the new highly-rated PSU with the new setup, then sell the FX hardware.

selling pc stuff where i live isnt easy so id rather not use the money that way and what is wrong with this psu the certified rating?

The old CXs aren't good for this purpose, more intended for office-type builds than gaming builds. Lower-quality parts that result in looser regulation, more ripple, etc. And that kind of thing is a real mess on a 220W CPU; AMD recommends complete overkill PSUs because of this. I'd rather have a Ryzen 1600 and an excellent PSU than a Ryzen 1700x and a mediocre one - having a quality PSU is the heart of a gaming PC build.

As for underclocking, reduce the voltage/multiplier in your BIOS until the PC is stable. This covers the basics.

can you specify and tell me cause i dont understand that one because my bios is completly different and i need to turn of amd turbo but it wont let me
