[SOLVED] This old server won't boot with my GPU installed to the log in screen. Please help

I got an old server with dual cpu 24 cores which my company threw away. I installed an M.2 and install W10. It takes a long time to boots up, but I was able to log in. When I insert my GTX960, the computer turns on, but it won't boot the log-in screen. I tried to match the bios setting of my old MB setting. If I remove the GTX, the server will boot to the log-in screen and I can log in normally. Can you guys advise on my setting, please?

It's my PSU. the eco mode was turned on. I turned it off and it booted up. Thank you.
