There is no easy answer. They should more or less work about the same.

USB device tend to favor small size for portability. This means many are tiny like the only link but that also means the antenna are also tiny. Many of these very small devices also have low power radio to save battery. Unfortunately the only way to find the transmit power it to look the fccid up in the fcc database and see how close to maximum power they transmit.

You can get USB devices though that do transmit at full power and if they are even slightly larger than the unit you link will have larger antenna.

The PCI card tends to always transmit at the legal maximum power. The problem is the antenna are located very near the back of the computer case...

If you place the pc under the table against a wall you block the signal from almost all locations. There is no cheap way to move the antenna away from the case.

Now usb has exactly the same problem if you were to plug it into the usb slot in the back of the computer. The main advantage is you can use a $3 usb extension cable and move it away from the computer.

Now sure what to recommend. I would not buy that tiny tplink USB thing though. It might be ok but I am too lazy to look it up. The internal card is ok if you do not block it antenna and you have the skills to put it in your machine.
