This power reading on my CPU can not be right, can it?

So I was looking at the HWMonitor today and I noticed that the Powers reading under my CPU seemed abnormally low for the Package and Uncore. Here is a screenshot of HW Monitor under load after playing a game:



I was just wondering if it was normal for HWMonitor to report such low wattage for my processor, which is an i7-4770k overclocked @ 4.5 GHz. I have not had any issues with my computer by the way, and in fact I just ran a 2 hour AIDA64 stress test a few weeks ago when I overclocked my CPU with no issues whatsoever. If the CPU was not receiving enough power (especially under load), the computer would power down wouldn't it?

Thats the power saving mode, if you check your cpu frequency at idle you will see that its not running at 4.5GHz

Yeah, I assumed that to be the case while the computer was idle, but the max readings shown on the right were while I playing World of Warcraft maxed out. I tried it again while playing Assassin's Creed 3 over 4 ghz and the max package wattage was 1.74 W while the max uncore wattage was 3.74 W. If this is normal then that's great, but I just thought it should be using more watts.
