With Seasonic, any model, you can't go wrong.

That PSU would do just fine uhm, but assuming your in .de you should make sure that you get a reputable power supply as wattage doesnt mean better quality... Make sure you get a PSU with lots of componentry! But yeah 700W is fine

Never go for a cheap PSU. It's a bad idea to do that, as you risk your components to die as the PSU dies as well, due to a fake power label. This one will power your system fine -

To answer your second question, you don't need such a super industrial strength motherboard to support that CPU. I have one better, which overclocks just as well and saves on money -

This board will support your CPU just fine, plus overclocking.
 
A 7950 will need a 500w psu.
From that you might think 700w is ok.
But... the psu you linked is a cheap one that does not deliver the amps that a quality 550w psu does.
If you have access to a quality unit like Seasonic, corsair, antec, xfx then spend a bit more and buy a good psu.
A cheap psu can become very expensive if it fails and damages other components.

You guys are right, because right now i typing this message with my phone. Why? because no name psu "codegen" burned my pc components cpu gpu and hdd :D

asus mobos dont have alc889 108 db so thats why i am aware of asus.
