If this is an analog TV (not DVB-T) tuner, if you dont get analog tv / or an analog TV signal in your country, it wont work / you wont see anything

Most places maybe on digital TV now (like where I am) . Analog TV is no longer around, you can only get digital TV here

Better if you get something like Avermedia tuners. Theyre pretty good. If digital TV is available

He has Windows 8 64-bit, but most Windows 7 64-bit drivers/software is compatible.

So probably works.

Just FYI, but Tuner devices don't receive stations everywhere. Maybe you know already if you can receive where you are.
