Been gaming on a laptop that was never meant for games for so long and finally decided to upgrade. This is almost all the money I currently have so I need to make sure it's worth it before I go for it.

New one, but of course I'm looking for future upgrades. My current budget is roughly $2k, so after this purchase I'll be broke for a while hence I'm asking for more suggestions.

If you can wait and see how Ryzen 3 does, I would recommend it. But if you absolutely have to build now there are options.
There are several points in this system that can be improved based on the first two questions.

Have you considered building a Ryzen based rig?
That would cut your cost by almost 1/2 for basically the same performance.
And if you were gaming on a laptop, the jump to a Ryzen 5 2600 OC'd (or better CPU) would still be a Huge improvement for you.
I personally chose a Ryzen build when I upgraded my MB, CPU, RAM and GPU last November. I only spent $600 vs the $1000 or more I would have spent on an i7-8700 upgrade.

I would also look at a GTX 1660 Ti and RTX 2060 instead of the GTX 1070.
I don't know the prices where you are but here in the US they are cheaper and both offer better performance.
